im new to PvP . and am wondering if.. when i buy a skill from a trader, or get one from a quest from my PvE character...are they useable for my PvP characters that i create?

If you get a window popup that says "Skill X unlocked" or similar, then that skill is now available for use when you create a pvp character.

To answer your question, yes - any skills your PvE character can use, your PvP character can use, upon creation, too. And, really, that means just about any skill.

Also, Dargon added something, too - Using Faction to unlock skills works only for your PvP char, as was said.
